Can't activate new Virgin Mobile Galaxy J3 Emerge

Trying to upgrade my phone to a Galaxy G3 Emerge from a VMU LG Tribute that barely works anymore and it's saying the MEID cannot be found. New one tries to connect to the network but gets stuck on step 1. Any help would be super appreciated!
