Can't make or receive calls. Roaming Error Message

For several hours I have been unable to make or receive calls. When dialing out, the screen either just reads "dialing" and never connects, or I get a pop-up message that reads "Attention: You are currently roaming on another carrier's network." My roaming is always turned off and I have been at home all day where my phone always works. My phone is a ZTE Max XL. I can still access the internet but anything related to voice calls isn't working. I have been a prepaid customer for a long time and I should not be experiencing any loss of service if I've paid in advance. I would like a solution to this roblem asap and also a discount on my next top-up.
