Data being throttled to 3G

For the last week my connection was throttled down to 3G. I was close to my cap, but not over it. I switched from the 5gb. plan to the 10gb plan, but my data is still being throttled to 3g despite a new billing cycle started and not having used any of my 4g data yet. First, why am I being throttled now when I should have 10gb of 4g data coming to me? And second, why was I being throttled last month and the month before that before I reached my cap? I paid for 5gb of 4g data and only got 4gb before being throttled. Now I am paying for 10gb of 4g data and not getting any. What is the issue with the connection speed?
