Just a theory, but something similar has happened to me with an online game.
This is my theory...
There was a software update some time in the past that the current updater assumes the phone has but does not have because it never received it, because it was in a box on a shelf.

Hi there. please try the following:
First... I've done that one already.
Second... the default visual setup menu's don't match those steps.
Plus the "Download Manager" is hidden. To see, in the apps from the 3 vertical dots drop down menu on the upper right, "Show system" has to be selected before you can see the "Download Manager".
Third.. I've been given instruction in the past to do this(wipe the cache and restart the device), also to disable it. Niether step work then.
but I'll do them again...
Here are the steps to do this:
Go to "Setting", "General" , "Apps", select All apps, select "Show system" from the 3 vertical dots drop down meun, select "Download Manager", click on "Storage" and clear data, restart phone.
Doesn't Work. Within a minute or so it starts the download again and pops up the error notification,
"Unable to install Default
Unable to install all contents.
1 code: 400"
