Try to activate a previously used phone but can't

I have a new phone to activate but its a used phone (LG Stylo 4). I tried to activate it online and but it wouldn't work. I first put in the IMEI number, that worked but when I put in the ICCID/SIM number it would not work. Now I have no service meaning I can't call nor text anyone right now.
