Need to unlock my phone

Hello,

 

I've contacted Virgin Mobile twice in the last month trying to get my phone unlocked so I can move it over to my new carrier. Both times, they stated the phone would be unlocked in 24-48 hours, both times the unlock never happened. Has anyone else had this issue? Is there any way to fix it? I'd rather not buy a new phone.
