Data connectivity issues because data roaming is turned off - but it's not

Hi. I haven't been able to use my phone today. It won't send texts or do phone calls because it says I have lost data connectivity because my data roaming is turned off. I've already reset the data connection, changed the network settings, fiddled with the data roaming settings - none of it worked. Please advise.

Have been having this same issue for weeks. That message pops on and off randomly and seems to be eating up my data usage in record time. Two days after my plan restarted this month I  received the message I was about to meet my threshold and that I met my threshold within seconds of each other. All my settings are correct.Any thoughts?
