Activation Trouble (SIM)

I’m trying to activate a new SIM and I want a new number. I’m then asked to enter my VM PIN or date of birth. For one, I don’t have a VM account yet and two, I enter my d.o.b. and it says “The response you entered is not recognized. Please try again” Can someone help me please?
