Can't switch my plan from Inner Circle to the $35 plan

Hello,

My plan is still listed as the Inner Circle Plan. I want to switch from that plan to the $35 plan but when I try to I get this message. My phone is the iPhone 7. I am also having an issue with my iPhone where it says an update is required to use cellular data on this iPhone but I cannot update my phone because it says it has no internet connection even though it does through wifi.
