Cannot activate new iPhone 11

I just got my new iPhone 11 through Virgin, but when I go to activate it online it just doesn't seem to finish.  I get to the activation page, and it has my old/current phone and plan, but the new phone column just has the phone type, not the new plan I chose. And when I click 'activate' nothing happens.
