Device swap problem

Hello,

 

I've attempted to device swap from a non-functional iPhone5 to iPhone7 that was purchased unlocked and SIM-free from Apple store. SIM was purchased online from Virgin Mobile. I inserted SIM into new phone, logged into my account, clicked device swap, followed instructions about entering IMEI and ICCID, chose keep my current number and entered PIN when prompted. At this point the website just hangs, I get a spinning wheel to no where. Any help would be appreciated.
