New sim replacement

I got a new sim card replacement. How do i activate the new simcard to my phone account. Its not a new phone just a replacement sim card .My old one was not working (sim locked). I've installed the new sim but my phone does nothing, no service, it doesn't even recognise the sim.

It's been 2 days and I've heard nothing. I just need my new sim activated or my old sim, which is locked, working again.
