So much confusion over the policy of unlocking iPhones?

I've had quite the ordeal trying to get my iphone unlocked these past 48 hours. I was told at first I was screwed, then reached a supervisor who said he would have it unlocked in 48 hours and gave me a case number. I called back after 48 hours, spoke to the same supervisor and he said he can't.   wtf?

 

When I purchased this iphone 7 (at full price) I was told it could be unlocked after 14 days? The level of customer service over the phone is questionable, but this community forum seems to have some very active and helpful representatives.

 

Any help would be appreciated. Thank you!
