iPhone 11 HELP...

Recently bought a iPhone 11 through Apple for the trade in. Called and made sure this was ok with my current Inner Plan Circle and was told yes. Received phone and was told sim was not compatible and I needed to order off line. I did and I am now being told today that the SIM card I paid $10 for is not compatible because it does not start with a 398....I’m so frustrated and I don’t know what to do. I haven’t been able to use my phone for a week and now won’t receive my new SIM card until Wednesday or next week.
