"SIM Failure" "SIM card has locked" "Invalid SIM"

Hello I'm hoping someone can help me.  I recently had my iPhone 7 "repaired" and it was actually replaced with another iPhone 7.  I was able to restore from my backup and update to the latest iOS over WiFi but every time I restart the phone I lose cellular service after a couple minutes.  I've removed and cleaned the SIM card already - no help.


I get all the messages: "SIM Failure" "SIM card has locked" "Invalid SIM" at various times.


I'm hoping someone here can help me reset my SIM to the new phone.  Or get me a new SIM ASAP.  I've already gone a week without a phone for the repair.
