"We don’t recognize this device." when attempting to swap phones

Ok so i bought an iphone 7 from best buy and i tried activating it. I got to the step where the carrier is supposed to change to virgin mobile but it never did no matter what i did. So i called virgin mobile and they sent me a sim card that they said would work but now i have another problem. Whenever i put a device ID number, no matter which one the IMEI or the MEID, the next page i would get would be  "We don’t recognize this device." and tell me to call again. i tried but didnt exactly know which category this would fall in. so if someone can just help me out and activate the device on her here id be grateful.
